of withdrawing men from New Territory Stations in order to
reinforce threatened points in the city. It is recommended
that this body when formed should be in charge of one
European Sub Inspector with the assistance of one European
Lance Sergeant and should consist of 3 Indian Lance Sergeants,
21 Indian constables, two Northern Chinese Lance Sergeants,
and 14 Northern Chinese constables. If the Sub Inspector is appointed the services of one European Police Sergeant now
on the strength will not be required.
3. Recent building activities on the Praya East
Reclamation and in Kowloon necessitate the institution of
certain additional beats to cover those areas. Much of the
Praya East Reclamation has now been built over, and it was
in those areas at present unpatrolled that the most serious rioting took place. The new buildings are rapidly being occupied and regular policing is now essential. Additional
requirements for this area are one Indian Lance Sergeant and
13 Indian constables.
4. In Kowloon the growth of the occupied area has
been even more rapid and it is considered essential that new
beats should be formed at Sham Shui Po, (six Indian constables),
Hung Hom, (three Chinese constables), Kowloon City, (six Chinese constables) and Mong Kok (six Northern Chinese
constables).
5. A statement is attached showing the total requirements and the annual cost which it is estimated will
amount to $28,800. The savings effected through the adoption of recommendations made by the Retrenchment Commission in
respect of the Police Force will thus be reduced from $113,463 to $84,663 per annum. It would appear however that when these recommendations were under consideration sufficient
